Sushil Kumar
Sushil is a Retired Indian Administrative Service (IAS) Officer (Batch of 1987) having more than 37 years of direct experience in the leadership/senior management roles involving plan/ policy/ programme formulation and actual field level implementation by the State and the Union Government. Discharged responsibilities starting from the Sub-divisional Magistrate to the Secretary to the Govt. of India (Ministry of Mines, National Commissions of OBC/SCs). Also worked as Assistant Country Director of UNDP, India and as international staff with WHO, implementing disaster management programmes in several countries of the South and Southeast Asia. Worked as the Secretary of Indian Council of Agriculture Research (ICAR) and Additional Secretary (Ministry of Agriculture) and also Joint Secretary in Ministry of Panchayati Raj. Taught as Visiting Professor at IMT, Ghaziabad and worked as Member of Appellate Authority of CA, CS, CMA and ICWA under Nodal Ministry of Corporate Affair, Government of India.
As the Mission Leader for e-Panchayat Mission Mode Project (MMP), directly involved in policy formulation and implementation of e-Governance packages in 2.4 lakh Panchayats. Also, formulated and implemented a knowledge network project namely India Disaster Knowledge Network. Implemented as Mission Leader, the world’s largest community-based disaster management programme (DRM).
Presently He Is:
- Practicing Advocate at the Supreme Court of India and High Court of Delhi.
- Involved in formulating Model Rural Transformation Act for Govt. of India.
- Govt. nominee in Council of Cost and Work Accountants and in Disciplinary Committee of Company Secretaries of India.
Sushil as Secretary ICAR and Additional Secretary in the Agriculture Department and had supervised the functioning of agriculture research and education infrastructure of the country, including of seventy agriculture universities. Implemented ICT-driven interventions to enhance outreach to farmers for adopting newer crops and technologies. Reoriented the functioning of over 600 Krishi Vigyan Kendras, facilitating research and field-level implementation. Handled Intellectual Property Rights (IPR) issues related to agriculture and conducted reviews of more than one hundred research institutions nationwide.
Sushil as an Additional Chief Secretary, School and Higher Education in the State Govt. of Tripura, was responsible for planning and implementing all school and college education interventions. Oversaw the establishment of a State University and facilitated the transition of the curriculum from the State Board to NCERT standards. This was aimed to improve access of Tripura students to institutions of higher learning beyond the State. Introduced IT-driven teaching and training for teachers at the school and college levels. Additionally, handled the Power Department and Departments of Information and Culture.
